N.J.A.C. 6A:9C-3.2(a) requires that professional development be aligned with the Professional Standards for Teachers in N.J.A.C. 6A:9-3 and the Standards for Professional Learning in N.J.A.C. 6A:9C-3.3, student learning and educator development needs, and school, school district, and/or State improvement goals.
N.J.A.C. 6A:9C-4.4 requires that each teacher be guided by an individualized professional development plan (PDP) pursuant to N.J.S.A. 18A:6-128(a) which shall include at least 20 hours per year of qualifying experiences.
It is the responsibility of the supervisor and school district administrator through the teacher performance evaluation process (N.J.A.C. 6A:10-1.1 et seq.) and the professional development planning process to monitor each teacher’s progress in meeting the professional development requirements and to take appropriate steps to assure such progress. In any instance where a teacher’s progress is found to be inadequate, the school district administration shall take appropriate remedial action by applying sound and accepted principles of progressive supervision and other appropriate means.
Recommendation:
A policy governing supervision of all certified staff except the chief school administrator, who is dealt with in a separate policy. A statement of philosophy of supervision should include reference to district purposes and goals for continuing education. It should be emphasized that assistance and support in achieving the state requirement for 20 clock hours of approved professional development annually will be offered in the context of the terms of negotiated agreements, other policies, student safety and well-being, continuity of instruction, and budgetary constraints. This policy should make it clear that the supervisor will identify continuing education activities that could improve the teacher’s instructional skills so that students can meet the New Jersey Student Learning Standards.
